Certificate CECB Geneva: CECB®, the regulations, and you.

Unlike the cantons of Fribourg or Vaud, in Geneva CECB® was not made mandatory during the vote on the (revised) energy law on 7 March 2010.

This means that you are not obliged to carry out a CECB® when selling a house or constructing a new building. On the other hand, the people of Geneva are not totally exempt from any obligation related to the energy efficiency of the building when selling or constructing a property!

Indeed, some owners of heated buildings in the area are required to calculate their heat expenditure index (IDC). The owners concerned are:

  • Owners of residential buildings with 5 or more heat consumers. In other words, those with at least 5 dwellings.
  • Owners of heated buildings of other categories. That is, those occupied by a business, office or industry(ies). This could be a shop, a workshop, an engineer's office, a solicitor's office, a doctor's surgery, a body shop, a hotel, a church...
  • All owners of mixed buildings. That is to say, those that include one or more dwellings and one or more commercial or industrial activities.

CalculatingIDC in Geneva: what tools are available?

To calculate theIDC, the owners can use the tools available on the website of the canton. Thus you can use the Tool for calculating the heat expenditure index (IDC)which can be found on the Confederation's website. Finally, you can also call on the services of a commissioned expert.

Owners can provide OCEN with the data needed to calculateIDC by sending in the IDC-Form or by contacting one of the dealers listed on the "How to calculate your IDC" page.

Owners of buildings with less than 5 heat consumers, on the other hand (e.g. villa owners), are exempt from this obligation.

Beyond that, the CECB® and/or the CECB+® remain mandatory (as in most cantons) if you wish to benefit from certain Subsidies offered by the canton of Geneva.

Certificate CECB Geneva: what are the Subsidies for which the CECB or the CECB PLUS® are mandatory in Geneva?

The Canton's Building Programme also offers a range of interesting Subsidies for the energy renovation of your property. For some of these Subsidies, a report CECB is required.

The CECB® is mandatory regardless of the amount of the grant in the following cases:

  • M10 grant for class CECB® improvement for the envelope and overall energy efficiency. The amounts vary from 30 to 115 per m2.
  • M12 HPE and THPE subsidy without a step within two years for MinergieP® renovation. The amounts vary from 95 to 235 per m2 of heated element.
  • M13 THPE grant for renovation variant CECB®. The amounts vary from 95 to 235/m2 of heated element
  • M17 grant for new construction THPE -2000W. The amounts vary from 30 to 75 per m2 of heated element.
  • IM-06 subsidy for energy project management assistance. 20.00/m2 SRE, up to a maximum of 60'000.00
  • MI-16 subsidy for project management assistance in the energy sector, bonus for results. 10/m2 SRE up to a maximum of CHF 50'000

The CECB PLUS® is compulsory from 10'000€ onwards for the following Subsidies :

  • Grant M14 Building envelope efficiency bonus: CHF 20.00 per m2 of M-01 Roofing
  • M01 grant for thermal insulation of facades, roofs, floors and walls, against the outside or against the ground at more or less than 2 m below ground. The amounts vary from 50 to 70 CHF per m2 of heated element.

If it is not possible to establish a CECB® for the type of building concerned, an analysis report must be provided in accordance with the SIA 2031 specifications with recommendations on the procedure to be followed according to the SFOE specifications.
