A revolutionary energy transformation

In an unprecedented and historic move, the Grand Council has approved an investment credit opening up an exceptional and historic endowment of 500 million francs to transform Geneva's real estate landscape. This important step confirms the agreement of February 5, 2024 between the Department of Land and representatives of fifteen partner associations, aimed at renovating buildings. These Subsidies are designed to encourage private and institutional owners to undertake the renovation of their properties.

Yesterday, the Grand Council unanimously approved the new energy law (bill 12593), marking a new stage in the renewal of Geneva's real estate landscape.

Content of the law

The law, which includes the principles set out in the February 5 agreement, provides for the use of theIDC as the main tool for calculating the energy consumption of buildings, a significant increase in public funding and the exclusion of certain rent increases in the case of Subsidies. The implementation timetable set by the Council of State for property renovation is confirmed, with the exception of villas and small residential buildings, which will have a further three years to comply with the regulations. This ground-breaking agreement will contribute to a 60% reduction in greenhouse gas emissions, in line with cantonal targets.

What isIDC?

The Heat Expenditure Index (IDC) is an indicator of a building's energy consumption to cover its heat needs (heating and domestic hot water). Expressed in megajoules per square metre per year (MJ/m²/year), it represents the annual quantity of final energy consumed for heat production, expressed on the basis of one square metre of heated floor area and corrected for climatic conditions in the year in question.

Exceptional incentives for energy transformation

All Subsidies products for homeowners follow precise allocation rules:

  • At least 70% of the funds will be allocated to private projects.
  • The remaining 30% will be used for public projects, with the exception of government buildings.
  • Geneva will also allocate 50 million francs for bridging loans to facilitate access to financing for energy efficiency projects.
  • Finally, the calculation of Subsidies per square meter will be considerably increased, and the final value will be announced in the coming weeks.
