Geneva: Subsidies for energy transition in 2023. More than 35 million francs planned for 2023

More than 35 million francs planned for 2023

In 2023, property owners in the canton of Geneva have a new opportunity to renovate their buildings and contribute to the energy transition. For the sixth year running, the canton is making more than 30 million Swiss francs available from Subsidies for both private owners and institutions.

The Confederation, SIG-éco21 and the canton are making this financing initiative possible. And that's not all! A bill has been drafted to increase this allocation by a further 200 million francs.

The year 2022 saw an important change in the canton's energy policy and in building renovation, in line with the objectives of the cantonal climate plan. On September 1, a new, stricter regulation came into force to implement the Energy Act (LEn). These regulations prohibit homeowners from installing or replacing new oil-fired boilers, and oblige them to renovate or optimize buildings in line with their energy efficiency.

The most energy-intensive buildings are the first to be affected by these new standards. For further information, see our article on the subject.

Our services

Santandrea Expert Energy offers first-rate energy consultancy services, aimed at improving the energy efficiency of SMEs and SMIs and enhancing the value and sustainability of real estate assets at Switzerland Romandie. With a dedicated team of experts, the company offers a range of services to meet the specific needs of each customer.

One of the key services we offer is Energy Project Management Assistance (AMOen ) to support owners, foundations, organizations and managers in the strategic refurbishment of real estate assets. We ensure that energy is integrated into all phases of the project, including recommending the best work scenario, facilitating administrative procedures (such as authorizations and Subsidies), and achieving the objectives set with the expected quality of execution. SIG-éco21 and the Office cantonal de l'énergie (OCEN) have partnered to develop the Rénovation solution, which achieves this within the framework of an action plan.

The AMOen's mission is to advise and support the owner in defining the project, coordinating the parties involved, managing the work, and operating and monitoring the energy performance of the renovated building.

This mission begins, or should begin, with the energy audit CECB® and CECB® Plus. This service offered by the team of certified experts includes a detailed analysis of the building and its technology to identify energy efficiency and potential areas for improvement. As part of the CECB Plus audit, Santandrea Expert Energy studies and quantifies renovation options to ensure the long-term viability of the property, using a cost-benefit approach. What's more, a CECB Plus certificate is mandatory in French-speaking cantons for all subsidy applications over CHF 10,000.

Let's speed up building renovation!

In 2023, the canton has earmarked over 35 million Swiss francs to encourage the renovation and energy retrofitting of buildings. A large part of this Subsidies will come from revenues generated by the federal CO2 tax. With this funding, the canton aims to accelerate the renovation of buildings and achieve its ambitious targets. The aim is to increase the renovation rate from less than 1% per year to 2.5% per year by 2030, and then to 4% per year by 2050. By 2023, Subsidies for buildings will come from the following sources:

Encouraging results in 2022

By 2022, all the funds earmarked for Subsidies energy for buildings had been used: over 1,700 applications were examined and supported, for a total amount of 34 million Swiss francs.

For the year 2022, the canton has already made encouraging progress in this area. Buildings and renovations that meet high energy performance standards, such as HPE/THPE (high performance/very high energy performance) or Minergie, accounted for over 54% of Subsidies allocations. This reflects a growing demand for complete, certified renovations, rather than individual projects. This is a positive signal for the canton's energy transition and property renovation objectives.

Another significant result in 2022 was the installation of over 470 subsidized aerothermal or geothermal heat pumps. This number is rising steadily, reflecting the growing interest in sustainable energy solutions. To give an idea, in 2015 there were only three installations of this type. It's a real transition to a cleaner, more efficient energy future.

Simplified application procedures

To accelerate the development of solar energy, in November 2022, Geneva's Department of Territorial Affairs adopted a new practical guide to encourage the installation of solar panels, while taking into account the need to preserve heritage. It is now possible to equip almost 85% of the canton's roofs with solar panels without authorization.

All Subsidies are available on the www.ge-energie.ch platform.

GEnergie: synergy between Canton and SIG

Since 2017, the canton of Geneva has been collaborating with SIG to achieve its property renovation targets through the joint GEnergie program. This collaboration will make 34 million Swiss francs available to the Confederation, the canton and SIG-éco21 in 2022. A large number of applications have been received for Subsidies , and more than 1,700 projects have been submitted.
